Every year, Indian students lose years of their life — and lakhs of rupees — by enrolling in Russian courses whose degree does not meet NMC’s FMGL-2021 conditions. The consequences are serious: NBEMS declares such candidates ineligible for FMGE, and without FMGE there is no State Medical Council registration and no licence to practise in India.

The Truth About "NMC Approved" — What It Actually Means in 2026
This is the single most misunderstood topic in MBBS abroad. Here is the truth that most consultants will not tell you:
- ›NMC does NOT maintain an official list of approved foreign universities. MCI used to publish one, built from information supplied by Indian embassies, and it stopped when MCI was wound up in 2020. NMC’s study-abroad page says it “does not endorse any list of Foreign Medical Institutions/ Universities for MBBS or equivalent course” (why there is no NMC approved list). Any consultant or university claiming to be on an "NMC approved list" is misleading you.
- ›NMC provides rules, not a list. Under FMGL 2021, NMC sets specific compliance criteria. If your degree meets these criteria, you can sit FMGE. If it does not, NBEMS declares you ineligible for FMGE and you cannot be registered to practise in India, whatever the university claims.
- ›Verification is the student's legal responsibility. NMC explicitly states that it is the sole responsibility of the student to verify compliance before admission. Your consultancy should help — but the legal burden is yours.
- ›Russia's 6-year course is not automatically compliant. Russia's federal standard for General Medicine sets six years with clinical practice built in and names no separate internship year, while FMGL-2021 asks for at least 54 months of study plus a 12-month internship. Ask the university to certify the split in writing.
Bottom line: "NMC approved" is not a status any foreign university holds. What you can verify yourself is whether your degree meets the FMGL Regulations 2021, using the 4 rules below. This guide shows you exactly how to do that.
NMC FMGL Regulations 2021 — The 4 Non-Negotiable Rules
Under the Foreign Medical Graduate Licentiate (FMGL) Regulations 2021, your degree must satisfy all four of these criteria — not just some. Missing even one will make your degree invalid for practice in India.

Critical warning — Rule 3: Several Russian universities teach foreign students on an English track, but Russian can stay in parts of the course: at Volgograd the State Final Attestation is held in Russian. NMC has not ruled on such courses, but its notice of 8 August 2023 says any variation in medium of instructions “may lead to disqualification”. How to Verify Any Russian University Yourself — 4-Step Process
Do this before paying any application fee, admission fee, or deposit. Steps 1 and 4 take minutes online; Steps 2 and 3 need written answers from the university, so ask early.
- ›Step 1 — Check WDOMS (wdoms.org): Go to the World Directory of Medical Schools. Search the exact university name. If it is not listed — stop completely. Do not apply. Do not pay. Walk away. Without a listing there is no directory record that the school exists and is operating, no ECFMG certification for the USMLE and no GMC acceptance in the UK. A listing is a floor, not an approval: it does not show the degree meets NMC’s conditions.
- ›Step 2 — Confirm course structure: Ask the university directly (in writing/email) — is the academic phase minimum 54 months? Is the 12-month internship completed in Russia at the same institution? How do its foreign graduates get the licence to practise in Russia? Get this confirmed in the official offer letter, not verbally. - ›Step 3 — Ask about the medium of instruction: Ask specifically: "Is clinical training (OPD, ward rounds, patient interaction) conducted in English?" If the answer is "mostly English" or "bilingual", ask which parts are in Russian (see the Rule 3 warning above). Get the medium for every year, for clinical training and for the State Final Attestation in writing.
- ›Step 4 — Check NMC website for advisories: Look through NMC’s public notices and alerts on nmc.org.in for the university’s name. Do not rely on NMC’s College and Course Search: it covers Indian colleges only, so a foreign university never appears there and finding nothing means nothing. If an advisory names the university, stop there and verify everything in writing before going further.

A bare percentage tells you nothing without its denominator, which is why none is printed here on its own. For context, the national average across all countries in 2024 was 20,382 of 79,000 (25.80%). Fee ranges are indicative and move every year — ask us for a current quote against the university’s own published fee order.

Read the denominators before the percentages. RUDN’s 56% rests on 25 candidates, below the 30-candidate floor at which a rate starts to mean anything, so it is not comparable with Perm’s 826. Note how far several of these move between sessions — Tver went from 118 of 484 to 32 of 337 in a single year. A pass rate describes the cohort that sat the exam, repeat attempts included, six or more years after they enrolled.
Red Flags — Universities & Practices to Avoid in 2026
These are the warning signs that a university or consultancy is putting your career at risk. Any one of these should make you stop and verify independently before proceeding:
- ›Promises "100% FMGE pass guarantee": No university or consultancy can guarantee FMGE results. This is a sales tactic — not a fact. Avoid any agent making this claim.
- ›Offers "split campus" programs: Any program that involves studying in Russia for 1-2 years then transferring to another country breaks FMGL-2021, which requires the entire course, training and internship at the same foreign institution. NBEMS declares candidates whose degree does not meet FMGL-2021 ineligible for FMGE.
- ›Bilingual clinical training advertised as "English medium": If clinical rotations and patient interaction are in Russian, the course may not meet FMGL-2021’s English-medium condition. NMC has not ruled on such courses, but its notices say any variation in medium of instruction may lead to disqualification. Confirm in writing before applying.
- ›Asks you to pay fees to a consultant's account: All tuition fees must be paid directly to the university bank account. Any consultancy asking you to pay fees to their own account is a fraud risk. Non-negotiable rule.
- ›University not found on WDOMS: If wdoms.org does not list the university — do not apply, regardless of what the consultancy tells you. Step 1 above explains what a listing does and does not prove.
- ›NMC advisory exists against the university: Check nmc.org.in for any public advisory notices. NMC has issued explicit warnings against several institutions. An advisory is a warning, not a bar: NBEMS does not pre-screen institutions, so universities named in one still appear in the FMGE reports. Treat it as a reason to stop and get every FMGL-2021 condition confirmed in writing, not as a technicality to argue around.

Final Word — Choosing the Right University in Russia
Russia has dozens of state medical universities, and no authority certifies any of them as NMC-compliant: compliance is judged per degree against FMGL-2021. The compliance risk is choosing the wrong university within Russia, or trusting claims of compliance without verification. Russia is not risk-free on safety either. Do your verification. Confirm the WDOMS listing. Get the medium of every year and the internship structure in writing, and ask how foreign graduates get the licence to practise in Russia. Pay fees directly to the university. And choose a consultancy that shows you evidence rather than assurances.
