Orenburg, Perm and Kalmyk MBBS Fees 2026-27: What the Official Fee Orders Actually Say

The short answer

The 2026-27 fee orders say: Orenburg 422,380 roubles for the first English-medium year (falling every year to 233,020), Perm 390,000, and Kalmyk 206,000. At August 2026 rates, roughly $5,040, $4,660 and $2,460.

Agent tables we checked the same week showed $6,500 a year for both Orenburg and Perm, identical tables for two different universities, while package quotes for Kalmyk ran from about $17,000 to $35,000 for the whole course. Every order is linked below so you can read it yourself.

Here is the strange thing about MBBS fees in Russia: they are not a secret. Every state university publishes its price in a signed order on its own website, because Russian disclosure law makes it do so. The number one search result for Orenburg's fees, when we checked in August 2026, was a PDF someone had uploaded to Scribd, which tells you students are hunting for the primary document and mostly finding middlemen instead. So we pulled the primary documents. All three, read page by page.

The prikaz system, in one paragraph

A Russian state university sets tuition through a prikaz, an order signed by the rector with a number and a date, published in a standard place on its site: the statutory disclosure section, usually at an address ending in /sveden/paid_edu/. The order is a table. Each program has a row, and General Medicine appears as "Лечебное дело". The English-medium track is listed as teaching "с использованием языка посредника", with an intermediary language. The document is in Russian and a scan more often than not, but a phone translation app reads it fine. Once you know this, no dollar figure without an order behind it should impress you again.

Note: all figures are bare tuition for the English-medium General Medicine track, new intake, straight from each order. At Orenburg and Perm, hostel, mess, insurance and one-time charges are separate. For Kalmyk the order we read prices tuition and we could not confirm from it how hostel is treated, so ask the university in writing rather than assuming either way. Russian-medium tracks cost less at all three: 338,220 roubles at Orenburg, 360,000 at Perm, 163,800 at Kalmyk. Orders are re-issued every year and exchange rates move daily, so treat any conversion as a dated estimate.

Look at how differently the three structure the same six years. Orenburg prices the entire path for your cohort up front, and the price falls every year, from 422,380 down to 233,020. Perm locks your first year and then adjusts continuing contracts through separate annual orders. Kalmyk simply re-prices each course year every spring. A flat "per year" dollar figure, the standard format on the agent sites we checked, cannot represent any of these three structures accurately. It is not a simplification; it is a different number.

What the agent tables showed the same week

In August 2026 we compared the orders against the fee tables on prominent recruitment sites. For Orenburg: $6,500 a year, plus $1,500 mess and a $1,500 one-time charge. For Perm: $6,500 a year, plus $1,500 mess and a $1,500 one-time charge. The same table, cell for cell, for two universities whose real orders differ by more than 30,000 roubles in year one and follow entirely different structures. One of those pages also answered its own fees FAQ with $6,000 a year, contradicting the $6,500 in its table higher up the page. For Kalmyk, the same agency's pages quote course packages several times the order-backed tuition and disagree with each other page to page; we are not reprinting those figures because we could not pin them to a stable URL. The order-backed tuition would total roughly $13,800 over six years if today's 190,000-rouble later-year rate held. The order prices 2026-27, not six years, and each spring's fresh order can move it.

Some of every gap is legitimate. A package bundles hostel, food, insurance, travel help and the agency's own fee, and bundles cost more than bare tuition. Fine. But a legitimate bundle survives itemisation, and identical price tables for different universities do not come from reading orders. So use the gap as a test rather than an accusation: show the order, then ask what the difference buys, line by line. The counsellor who answers that comfortably is worth talking to. The one who changes the subject has answered a different question.

Check any Russian university in four steps

  • Open the university's own site and find the disclosure section, "Сведения об образовательной организации", then "Платные образовательные услуги". The URL usually ends in /sveden/paid_edu/.
  • Download the current-year order, the prikaz with a number and date covering your intake year.
  • Find "Лечебное дело" and, for English medium, the row mentioning "языка посредника". Translate the table with your phone.
  • Convert at today's rate, put the result next to the quote you were given, and ask for the difference in writing.

One warning from doing this ourselves: make sure you are on the university's real domain before trusting anything. Perm's official site is psmu.ru, and the older psma.ru forwards there; several universities also have agent-run lookalike domains. When in doubt, reach the site through the university's WDOMS entry rather than through Google.

The live conversions, and what fees cannot tell you

Orenburg costs roughly twice what Kalmyk does in year one and brings a published FMGE record of 695 passes on 1,839 candidates since 2019; Kalmyk brings the lowest order-backed tuition we track and no record at all yet, because its Indian MBBS intakes are recent.
