Perm State Medical University Hostel: Real Rent, Real Rules, From PSMU's Own Documents

Search "Perm State Medical University hostel" and the top results are recruitment pages and two throwaway blogs, each with different numbers and none with a source. Meanwhile the university publishes everything: the buildings, the rent orders signed by the rector, the internal rules, even the allocation procedure that decides who gets a room. All of it sits on psmu.ru in Russian, which is presumably why nobody selling the university has read it. We read it. Here is what it says.

Five buildings, 1,310 places

The university's dormitory page and its statutory disclosure page both state the same thing: a complex of five dormitories with 1,310 places, in the Sverdlovsky and Leninsky districts of central Perm, near the teaching buildings and clinical bases.

Compare that against the pages that rank for this query: one says four hostels, one says five, four say seven, and two say twelve. The two that say twelve also say seven, in a different paragraph of the same page. Text that contradicts itself was copied, not checked.

The real rent, from the rector's orders

PSMU sets hostel rent the same way it sets tuition: by signed order, re-issued each year. Two orders dated 25 August 2025, in force from 1 September 2025, are on the dormitory page right now. One covers budget-funded students, who pay 1,821 to 1,939 roubles a month. The other, order No. 9-250825-OSN, covers fee-paying students, which is what a self-funded international student is:

The roubles are the fact; the dollar equivalent moves with the rate. At roughly 83 roubles to the dollar (open.er-api.com, 24 August 2026) that is about $38 to $55 a month, or $456 to $662 a year. Check the rate on the day you convert. Now line up the circulating annual claims we recorded: $250, $300, $500, $500 to $1,000 and $1,800. A sevenfold spread, for a price the university publishes in a PDF. Some quotes bundle bedding, mess or agency services without saying so; the $1,800 one is nearly triple the dearest real rent. And two prominent pages claim the hostel is included in the first year's tuition, which the next paragraph disposes of.

One more thing the orders prove: rent is billed monthly, per building, under its own order. It is a separate charge from tuition. The internal rules even list three months of unpaid hostel fees as grounds for eviction. A charge you can be evicted for not paying was never included in your tuition. The clause nobody quotes: a place is not guaranteed

The document that decides who actually gets a room is the allocation procedure, approved December 2023. Clause 1.7 says foreign citizens are accommodated on general terms. Not a dedicated international hostel, not a reserved quota: the same queue as everyone else. And in that queue, self-funded students rank seventh of eight priority categories. With 1,310 places for the whole university, those two clauses are worth more to you than all the amenity lists on the agent pages we reviewed, combined.

One recruitment page claims PSMU has hostel buildings dedicated to international students. The university's own procedure says the opposite. So make this your first written question, before any payment: is a hostel place confirmed for me, in which dormitory number, at which monthly rate under the current order? If the answer is vague, budget for a private flat, and note that Perm flat-shares carry their own migration-registration duties.

The rules you would live under

The internal rules, approved April 2024, run nine pages. The parts that shape daily life: adults enter and leave around the clock on their pass, so the "hostel curfew" you read about on forums does not apply to you unless you are under 18, in which case 22:00. Visitors are allowed 08:00 to 22:00 against ID, logged at reception. Quiet hours are 22:00 to 08:00. The administration provides furniture and bedding. Migration registration happens at the dormitory itself, and a specific clause lets foreign graduates stay until their lawful period in Russia ends, contract and registration permitting.

Banned outright, per clause 3.2: alcohol, drugs, smoking in any form including hookahs and e-cigarettes, pets, gambling, cooking in your room instead of the kitchen, changing your door lock, keeping guests overnight, and personal electric heaters. That last ban is also your answer to the air-conditioning question: some agent pages promise AC rooms, the official documents never mention AC, and a building that polices appliance load this tightly is not quietly running split units in every room. Get amenity promises in writing or discount them.

What students themselves show

Here is the uncomfortable truth about "hostel review" content for this university: nearly every video tour we found was filmed by the recruitment agency that earns a commission on your admission. Those tours are real footage of real rooms, useful for seeing layouts, and they are marketing, so treat them as the seller's photographs, not a survey. Genuinely independent accounts are thin. The best dated, named material is Russian local press: when the first Indian cohort of 128 students arrived in 2016, Komsomolskaya Pravda's Perm edition covered it, down to the dedicated cafeteria cooking without beef or pork and students cooking with spices carried from India because Perm shops did not stock them. Ten years on, the community is established, and the mess arrangements those students improvised are now the packages agents sell.
