Order No. 9-250825-OSN, effective 1 September 2025, prices a month for fee-paying students (which a self-funded international student is) between 3,148 and 4,565 roubles depending on the building - roughly 38,000 to 55,000 roubles a year. PSMU has five dormitories with 1,310 places in central Perm, and rent is billed monthly. The order is re-issued every year, so check the current PDF on psmu.ru before budgeting. Sites claiming the hostel is included in tuition contradict the university's own documents: three months of unpaid hostel fees is listed as grounds for eviction.
